Before illegal immigrants will declare their presence, they will want to know exactly what will be the costs and time span to become legal.  If there are huge fines -- more than what they can possibly pay -- and and many years required, then they will remain illegal.

That is a very good point Davidwinf, we need to speak up about the details so a plan can be created that will be a reachable goal for the  immigrant.
